We have chosen for this site, because of the fact that a dry dock has a temporary character, just as the time of the pavilion, and the staying of lots of refugees. Ships are let in to be repaired, and then move on - it is a transit space. So in this way we make the metaphor to the type of traveling of climate refugees. In a dry dock, a ships is exposed entirely, this is what we want to do with the problems of climate refugees as well. Next to that, the site is architecturally seen very interesting. The landscape is manmade, with a recognisable shape, and besides, it really characterises Rotterdam and its port. The company Damen owns the dry dock and uses it still, but we can hire it for the time for the World Expo 2025.  ''
